Welcome to the Grand County Stream Management Plan

The purpose of the Stream Management Plan (SMP) is to provide a roadmap for maintaining a healthy and resilient stream system within the Cooperative Effort Area in Grand County, Colorado by protecting, monitoring, and restoring aquatic habitat while supporting local water uses and retaining flexibility for future water operations. Led by Learning By Doing, the SMP is designed to be adaptive and will be updated as conditions and needs evolve.

Our Goals

The goals and priorities of the Grand County Stream Management Plan were developed through a collaborative process led by Learning By Doing and informed by a Stakeholder Group, whose members represent a broad cross‑section of the local community. Their collective input shaped a shared vision for healthy, resilient rivers.

Water Management and Stream Flows

Maintain healthy stream flows by supporting base and peak flows through the coordination of water operations for ecological benefit and using data-driven tools to adapt to existing flow conditions.

Community Engagement

Build lasting stewardship through collaboration, education, and transparency by engaging the community in restoration, monitoring, and outreach efforts.

Water Quality

Protect and improve water quality by reducing pollutant, nutrient, and sediment inputs, manage stream temperatures, reconnect floodplains, and restore riparian areas to enhance natural resilience and recovery.

River Function

Support healthy river systems by restoring floodplain connections, promoting natural sediment and channel processes, improving riparian vegetation, and prioritizing process‑based, reach‑scale restoration.

Aquatic Habitat

Enhance and protect aquatic habitats by improving connectivity and habitat complexity, supporting native species, and using long‑term monitoring to guide adaptive management and stewardship.
